The Elementary School Teacher Education Study Program (PGSD) of the Faculty of Islamic Religion and Teacher Education (FAIPG) of Djuanda University (UNIDA), in collaboration with Elementary School Teacher Education (PGSD) of the Faculty of Education (FIP) of Medan State University (UNIMED) held an Inclusive Elementary School Assistance with a University-School Collaborative Partnership (USCP) Approach which was held in North Sumatra from Wednesday to Thursday, 26 – 27 July 2023.
This research is a follow-up from the Directorate of Research, Technology and Community Service (DRTPM) of the Ministry of Education, Culture, Research and Technology (Kemendikbudristek). This research team consists of lecturers from PGSD FAIPG UNIDA, including Dr. Rasmitadila, M.Pd (Chairman), Megan Asri Humaira, S.Hum., M.Hum, Sobrul Laeli, S.Pd and from PGSD FIP UNIMED including Dr. Irsan, M.Pd., M.Si, Lala Jelita Ananda, S.Pd., M.Pd, and Faisal, S.Pd., M.Pd.
The location of research was carried out in 3 places, namely at SDN 107517 Sei Merah, Tanjung Morawa District, Deli Serdang Regency, North Sumatra, SDN 101877 Sei Merah, Tanjung Morawa District, Deli Serdang Regency, North Sumatra and the third at SDN 104252 Sei Tuan, Pantai Labu District, Deli Serdang Regency, North Sumatra.
Inclusive education is an educational service system that arranges students to be served in nearby schools and regular classes with their peers. Without having to be dedicated to types, students can learn with supportive accessibility for all students without exception.
The obligation to provide inclusive education is not only the government's responsibility. But also universities that produce inclusive teacher candidates who contribute to the success of implementing inclusive education in elementary schools.
The collaboration and relationship between the University and schools is a continuation of the inclusive teacher candidate development program so that they have quality competencies through quality training programs. However, in its implementation, there are still many elementary schools that have not become inclusive schools (but accept students with special needs), nor as an inclusive school model, it is challenging to implement inclusive education by government policies.
Research Team Leader Dr. Rasmitadila, M.Pd, said that in the results of preliminary studies and previous research, there were several problems regarding implementing inclusive education in elementary schools, namely, needing assistance from the government in implementing inclusive education programs. In addition, teachers rarely receive training that can improve competence as inclusive teachers despite the teacher's background from a teacher education university. Then, schools do not collaborate with other parties, such as universities, NGOs, and psychologists, to support inclusive education implementation.
"Schools feel that all inclusive education obligations are only imposed on the schools themselves. Another problem is the gap between theory and practice obtained by prospective inclusive teachers at universities (teachers) when they have to teach in inclusive elementary schools," he said.
Dr. Rasmitadila, M.Pd added that the school still needs facilities and infrastructure and the availability of units that can help teachers solve problems in inclusive classrooms related to curriculum, student behavior, and assessment. Therefore, this follow-up research solves the problems elementary schools face in implementing inclusive elementary schools.
"The hope of this research is that teachers can understand the characteristics of students with special needs (ABK), principals and teachers can carry out identification independently to all students so that they can find out the tendencies of students with special needs (ABK), collaboration or cooperation between universities and inclusive elementary schools can continue to be established in advancing inclusive education, and mentoring activities can continue to be carried out by the University to schools The basis is inclusive continuously with other inclusive materials," he explained.
